WinterFest is around the corner!

Dear Neighbors!

As a valued member of the Springfield Township community, I invite you to take part in Springfield Township’s WinterFest event on Saturday, December 2nd. ArtsConnect, the Township’s non-profit arts and enrichment organization, is holding a parade along Winton Road, beginning at noon. After the parade, families will enjoy a seven cottage winter village filled with free family activities, concessions, concerts, student performances, hay rides, petting zoo, ice sculpture demos and so much more!  A flier is enclosed with a schedule of activities.

Please consider participating in this community celebration by being in the parade, submitting a military veteran for the Hometown Heroes wall or by volunteering for the event.

Special Invitation for You!

Arts Council to Generate Engaged & Vibrant Community
Sharing a philosophy that where arts flourish, communities prosper and lives are enriched, the Springfield Township Board of Trustees passed a resolution on September 26, 2012, authorizing the creation of a 501(c)3 Arts and Enrichment Council. By establishing the Arts and Enrichment Council, the community benefits with better access to the arts, expanded public events, a renewed public image, a more connected community, and increased economic interest for development in the township. 

The Board of Trustees accepted letters of interest to serve on the council, held interviews, then appointed five officers to serve on the council. In accordance with the by-laws, Township Trustees will continue to appoint the Arts Council Officers bi-annually.  The Arts & Enrichment Council received it's official non-profit status in 2014. 

The organization, now operating under the name ArtsConnect™ is a sustaining resource for arts and enrichment opportunities. ArtsConnect™ hosts around 30 events a year to help bring the community together. In addition to events, ArtsConnect™ facilitates art classes, summer camps and community volunteer projects.

Mission
The mission of the Springfield Township Arts and Enrichment Council is to create an engaged and vibrant community with quality of life enhancements through the arts, community events, and parks and recreation.

NEIGHBORHOOD WATCH ALERT

Please report any and all suspicious activity or people  to the Springfield Township police.  If you see someone walking around your neighbor's property and you're not sure they're home, use the neighborhood directory to call. If they don't respond or you don't have a number, call 911 and give them a description of what you see.  If you hear dogs barking or unusual sounds, call the police. A patrol car will be dispatched to check things out. It may be a contractor giving estimates for something or it may be a person posing as a contractor while another person is burglarizing the home. In any event, Rob Browden, the new Chief of Police, encourages us all to give them a call and they'll come check it out.

Springfield Twp Police Begin Open Forum Meetings With Religious, Academic & Civic Community Leaders

Maintaining a strong relationship with residents has always been a priority of Springfield Township. Its Police Department especially prides itself on the trust and confidence earned through fair and just police practices.
Recent national incidents involving police relations have put the trust of many police departments in question. To ensure this does not take place in Springfield Township, Trustee Gwen McFarlin asked the Police Department to be out front of the issue by initiating a series of open dialogue forums to candidly discuss police relations in the Township. “We currently have the trust of the community. I want to keep that trust by providing a safe place to talk, inform and learn from one another,” explains McFarlin. “I think it’s important to communicate with our residents, well before a need may ever be necessary.”
To date, two forums have been hosted with civic, educational and religious leaders in the community; one in May and a second in September. There is one overriding goal of the gatherings; to provide a forum for proactive, continual dialogue whereby individuals can learn from one another. After several meetings, it is hoped that confidence in Springfield Township’s Police Department will continue to grow and a coalition of church, school and civic leaders would be available to assist if a crisis were to arise. After attending the September meeting, Carole Dunn, representing the Hollydale Civic Association stated, “I’m proud of Springfield Township and the Police Department. These meetings are important because it promotes unity between the public and police.”
“The components of the forums have been consistent,” explains McFarlin. “We begin with a topic, provide a short presentation, then open the floor for candid discussion.” The first forum included time for community leaders to experience a police simulation-training device. The simulation device allowed the participant to virtually walk in an officer’s shoes and be confronted by a wide array of real-life situations. The device responds uniquely to the vocal commands given by the participant. According to Dick Alexander, former Senior Pastor of Life Springs Church, this activity was eye opening, “We all understand police officers have to make quick decisions. But the simulation brought a stunning realization of the split-second life and death decisions officers must make, and a magnified appreciation of the extreme difficulty of their jobs."
Open dialogue in the May forum addressed perspectives on national events and the Township’s police department philosophy. The meeting also shared perspectives of a few police officers. The September forum allowed for a conversation addressing the use of body cameras. Chief Browder understands the value of these conversations, “It’s a mutually beneficial effort. The forums have resulted in a better understanding of what officers face on a day-to-day basis and they also provide us with valuable context as to how actions are perceived”.
Officers asked participants to provide a list of topics they would like to discuss most and how often dialogue should take place. Leaders all expressed a desire to continue the forums on an ongoing basis, involving topics such as police training, the impact of drugs, youth violence and intervention, gun violence, understanding economic disparity and mental health.
“I am encouraged by the response of our community leaders to continue the conversation and look forward to bringing the program to the community with leadership involvement in the near future,” explains McFarlin. “It was important to gain the feedback of our community leaders first. It provides us with a baseline and a source of partnership when we do bring this forum to the community,” explains McFarlin.

In observance of National Fire Prevention Week, the Springfield Township Fire Department will open its doors to the public for an exciting open house event Saturday, October 10, 2015 from noon to 4:00 p.m. Families are invited to participate in fire prevention & awareness activities at the main station located at 9150 Winton Road.
The event's main purpose is to educate families on fire safety. The Open House will feature educational booths, fire station tours, live burn demonstrations, a helicopter landing and many hands-on activities. Kids will learn more about creating a fire escape plan with reenactments in the Fire Safe House and they can also meet many of the firefighters and EMS professionals that work to keep residents safe in Springfield Township.

4TH OF JULY PARADE AND MORE NEWS!

The 4th of July Parade is scheduled for 10:30 am and meet up is at Deanview Drive and Keats! Remember to wear your red, white, and blue ensemble and decorate your bikes, wagons, and tractors!  The parade goes from Keats, to Beachtree, and ends at the parking lot of St. X. High School. It is less than a 20 minute walk and fun for the kids and grandkids.  Family and friends are welcome to participate! 

Also welcome our new neighbors Ashley and Leroy on Commonwealth! Also new neighbors Alicia and Tom on Deanview in Bob and Janet Dean's mid-century California ranch. Wow! They restored the home to picture perfect mid-century Modern! 

Thanks to all the neighbors updating their homes, mowing and gardening their front lawnscape! Please continue to represent what we're all about here in View Place - community pride, caring neighbors, and a friendly a place we call home! 

About the Zoning Board and Appeal/Special exception to expand the Boy's Hope Home, there is no news. Last I heard, they were deliberating in an "executive" meeting to go over the information. I am hoping that Boy's Hope will see the safety issues, parking issues,  ongoing traffic of caregivers, and wear on neighborhood morale by considering another location for the boys.  More on this later.

Something we should all be concerned about -- a car was broken into on View Place.  Here is the account from one of our neighbors;

"Monday June 8th sometime during the night my car was broken into.  There was cigarette ashes left all over the steering wheel and belongings in the console were thrown around.  I filed a report with the police and they said if we see anything that seems funny in the neighborhood, or someone that looks like they are up to no good.....call!  Also, a reminder to keep any exterior lights on at night.  The officer did say they will try and increase the patrol during 3rd shift in our neighborhood."

LANE CLOSURES ON WINTON ROAD!

Winton Road Resurfacing Project

Theodore B. Hubbard, the Hamilton County Engineer, would like to announce the beginning of the resurfacing project on Winton Road, between Harbury Dr. and North Hill Ln, in Springfield Township, beginning Monday, September 29, 2014.
Work being performed by Prus Construction will include resurfacing, curb and pavement repair. Construction is anticipated to last until December 5, 2014 (weather permitting).
Please expect traffic delays due to single lane closures in the area.

Upcoming Springfield Township Meeting!

Springfield Township Shares Plans For the Future and Tax Budget - July 23, 2014

The Springfield Township Board of Trustees will conduct the annual tax budget public hearing, as required by state law, on Wednesday, July 23, 2014 at 5:30 p.m. in the Allen Paul Community Room, 9150 Winton Road. The tax budget hearing will be followed with a presentation and discussion of longer range issues, challenges and opportunities facing the Township, as well as preliminary five-year plan recommendations.
The presentation will highlight the Township’s response to past challenges and provide insight into key future decisions that will need to be made. Additionally, options and recommendations to the meet remaining future challenges will be presented and discussed.
Township Trustees invite residents, business owners and guests to attend the tax budget hearing and presentation, then provide input to the Board. Trustee Gwen McFarlin encourages residents to be informed, “Springfield Township is well known in Hamilton County as a leader of innovation and planning. Attending a meeting is just one way residents can learn more about the progress happening in Springfield Township. One of our major initiatives is to increase the frequency of our communications and to provide a number of ways we can better connect with the residents we serve.”
To receive regular community communications, residents are encouraged to register or update their existing Springfield Township e-news account by clicking on the “Notify Me” button on the Township’s website, www.springfieldtwp.org. Written Testimony about JEDZ ....

Written testimony of Joseph Honerlaw, Springfield Township Trustee before the
House State and Local Government Committee

Good afternoon Chairman Blair and Honorable Members of the House State and local Government Committee. My name is Joe Honerlaw and as Mr. Hinnenkamp mentioned, I am a Township Trustee for Springfield Township, Hamilton County, Ohio. I have held this office since 1996. Springfield Township is, for the most part, “built-out.” There are very few commercial or industrial uses in the Township and little land on which to develop such uses in the future. Therefore aggressive redevelopment and economic tools are critical to sustaining our community. Approximately, 30% of all of the land in Springfield Township is used for purposes which are exempt from paying property taxes (e.g. schools, churches, Winton Woods). As a
result, the vast majority of Township services are supported by the remaining 70% of the Township property owners – primarily residents – who pay one of the highest property tax rates in the County and State. lthough nearly 75% of each Township resident’s property tax bill is not Township taxes, the burden of these high taxes remains the same. The Township has worked hard to manage our own affairs and in recent years have
adopted and implemented economic development plans to revitalize our housing stock and redevelop our business corridors. However, recent actions by the State Legislature, including the consideration of HB 289 are making the completion of our plans and our very survival more and more unattainable. In 2011, the State Legislature dealt the Township a devastating blow by enacting sweeping changes to Ohio law which liminated a majority of the Township’s State funding sources. These legislative changes completely decimated all of the Township’s financial planning and its 5-Year Budget projections. By these changes, and over only a 2-year period of time, the State Legislature eliminated the estate tax, the tangible personnel property tax, the public utility tax, and reduced the Township’s share of Local Government Fund revenue by over 60%. Starting in 2013, these reductions will amount to a loss of nearly $2.5 Million dollars to Springfield Township each year. More than $2 Million of the reduction in revenues is in the Township’s General Fund and depletes that fund by more than half of its total annual revenue. If the JEDD/JEDZ option is eliminated from the tools available to the Township, Springfield Township residents and businesses will see a dramatic difference in the Township where they live and work and which they helped to create. The financial gap is simply too large for it to be otherwise. The Township has already cut $1.7 million dollars in expenditures. A further $2.5 Million dollar cut each year simply cannot be achieved without very real and very drastic reductions in personnel and services. And, there will be no other entity to “pick up the slack.” The Township will be unable to meet
many of the statutorily-required duties that impact all departments and services to the community, including debt obligations. Long term, property values and the quality of life in the Township will be diminished. School districts will be negatively impacted. Greater demands will be placed on the county and state governments to provide services which they do not currently provide, with fewer and fewer tax revenues coming in to pay for them. Springfield Township has managed to be successful because of our ability to cooperate with our neighbors, share services, and our ability to effectively manage our resources to provide high quality services to our residents. A further reduction to our already severely limited existing revenue raising tools will
undo many of the successful challenges we have met as a community and further damage our ability to meet the demands of the future head on. The Township has moved forward with steps to create a JEDZ in 2014 to provide some of the critical revenue we will need to remain sustainable. I strongly urge you to oppose moving this bill forward and keep the JEDD/JEDZ legislation as it is and as it has been for many, many years. Thank you very much for your time and attention today. Mr. Hinnenkamp and I are happy to answer any questions you may have.
